David Harvey has his own legal practice focusing exclusively on HR related litigation and compliance, litigation management, HR consulting, and mediations.  David is also Of Counsel with the law firm of Burruezo & Burruezo in Orlando, Florida.

David is Board Certified by the Florida Bar in Labor and Employment law.  David has experience as an Executive-level Human Resources Leader for a large, multistate retail organization with over $30 billion in annual sales (ranked 101 in 2015 by Fortune) and with a workforce with over 175,000 employees.  In his role as a key strategic advisor, he has extensive experience developing fair and legally compliant strategies related to employment, union avoidance and working conditions.

David’s approach emphasizes relentless measurement, a willingness to make tough decisions and continuous improvement of key processes and staff effectiveness.  In his recent role at Publix Super Markets, he collaboratively implemented processes and procedures that reduced outside legal spend, achieved compliance with applicable legal obligations and reduced legal exposure — all while remaining union free.

With over 20 years of employment and litigation experience (including 8 years working for a large law firm), David is an aggressive litigator and competitive by nature. He has both first and second chair trial experience and has represented clients in HR related litigation and companies in union organizing campaigns in front of NLRB.
